Bio – Lawrence J. O'Connor

Lawrence J. O’Connor, PE, LS, F. NSPE

Larry has over forty years’ experience in New York as a Civil Engineer working in government, industry and consulting. His career has a broad scope including roles in design, research, land and hydrographic surveying, infrastructure management and nuclear power quality assurance.

Since 2010 he has served the International Accreditation Services (IAS) in several roles. In New York City he is focused on Special Inspections for Building Construction, bringing ISO standards to the building industry in New York. Larry has performed assessments for the accreditation of over 100 Special Inspection Agencies in New York, Las Vegas, Los Angeles, Philadelphia, Dubai and Qatar. Larry teaches seminars on the importance of Special Inspections and Chapter 17 of the International Building Code and ISO/IEC 17020.

Larry has performed over 440 on-site assessments for accreditation of Special Inspection Agencies, Inspection Bodies, Testing Laboratories, Building Departments, Product Certification Agencies, Calibration Laboratories and most recently Management System Certification Bodies. His work evaluating firms to global standards has been supplemented with nearly 150 unannounced surveillance visits to companies certified by IAS Certification Bodies in India, Turkey and Korea. As a semi-retired Civil Engineer, his IAS accreditation work in the US and Canada has expanded to include work in Panama, the Bahamas, India, Jordan, Turkey, Nigeria, Korea, Portugal and over 70 trips to GCC countries; Qatar, the United Arab Emirates, Saudi Arabia, Bahrain, Kuwait and Oman.

Larry was the 2015-16 President of the New York State Society of Professional Engineers and has been active member of professional societies throughout his career. An Eagle Scout, Larry was an active volunteer in Scouting during the years he was raising his sons. Over a 20 year period he spent more than six months total on the trail backpacking. Three of his five sons are engineers, one is Civil PE and the other two are Mechanical Engineers. Larry was elected Mayor of his Village in 1977, was re-elected twice and then served one term as Town Supervisor for the Town of Duanesburg, NY. He and his wife Donna live in an 1876 National Register Victorian in Delanson, New York.
